Strategies for Public Health Quality Control in Hong Kong

Community Service Program (Kuliah Kerja Nyata/KKN) represents the concrete embodiment of the Tri Dharma of Higher Education, particularly in its mandate of community service. As stipulated by Indonesian law, KKN is an academic activity that utilizes scientific knowledge and technology to advance society. This article examines the implementation of these principles through a case study of Hong Kong’s dualistic healthcare system. Hong Kong presents a unique model, functioning both as a global financial hub and as a territory that maintains a resilient healthcare system under significant demographic pressures. This system is built upon a dualistic structure, seamlessly integrating a heavily subsidized public sector managed by the Hospital Authority (HA) with a competitive private sector. The paper explores the demographics served by this model, along with the pillars supporting its quality: highly skilled human resources, advanced technology, strict governance, and its strategic geographic distribution. The analysis concludes that Hong Kong’s system offers valuable insights into managing healthcare delivery in a dense, aging, and diverse urban population, while also providing a potential learning model for community service initiatives aimed at improving public welfare.
